Cincinnati prosecutors have offered immunity to drug addicts who turn in their drugs, with a special emphasis on heroin.  The heroin problem there has become so acute that the prosecutors have urged users to turn in what they have, and there will be no prosecutions.

There is no buy-back program, such as with turning in illegal or legal guns, but the prosecutors help that the initiative will get drugs off the street.

Quite obviously, they have never met anyone with an opioid or heroin addiction.
